Steady Child Care: Municipality of Anchorage Child Care and Early Education Sector Stimulus Program

Application Period: June 9 – July 6, 2025

thread is excited to partner with the Anchorage Child Care and Early Education (ACCEE) Board, Municipality of Anchorage’s (MOA) Assembly, and Mayor’s Office on the Steady Child Care: Municipality of Anchorage Child Care and Early Education Stimulus Program. The funding for this program comes from the Anchorage Child Care and Early Education Fund. Approximately $2.3M will be available in 2025 for eligible MOA licensed child care programs, American Camp Association (ACA) accredited programs, and non-relative providers who provide care to four or fewer children and meet the noted requirements.

With over 35 years of experience in early childhood education, thread will administer the Steady Child Care: Municipality of Anchorage Child Care and Early Education Sector Stimulus Program. thread will distribute stimulus payments to qualifying child care and early education entities. thread will oversee an accessible application process, offer technical assistance, and gather data to evaluate the program’s success. This program complements thread’s ongoing efforts to support child care and early education entities to remain open for business.

Distribution of funds will begin in August, 2025. Additionally, child care and early education entities will be invited to complete a survey to help shape future investments in the sector.

Eligibility
  • Child care programs must be located in the Municipality of Anchorage 
  • Child care programs must be licensed by the Municipality of Anchorage OR accredited by the American Camp Association, OR be non-relative providers who provide legal child care to four or fewer children who are not relatives.
  • Non-relative providers must have a State of Alaska business license.

Not eligible:

  • Programs outside of the Municipality of Anchorage
  • Child care entities not providing licensed, regulated or legally operating care.
Purpose and Use of Funding

The funds can be used for one or more of the following purposes:

  • Rent or mortgage, utilities, facility maintenance and improvements, or insurance
  • Personnel costs, benefits, recruitment, retention
  • Professional development for staff
  • Purchases or updates to equipment and supplies
  • Goods and services necessary to maintain child care services
  • Mental health supports for children and employees

Preparation makes the application process fast and easy!

    While the application process can be completed using a tablet or smart phone, it will work best using the Google Chrome web browser on a laptop or desktop computer. Download the (free) Google Chrome web browser to begin.

  2. Have Your Necessary Documents Nearby

    MOA Licensed Programs:
    – IRS Form W9
    – Child Care Program License
    – Program AKCCIS Number

    ACA Accredited Programs (those not licensed for child care by the MOA and those providing care during the day, not overnight camps):
    – IRS Form W9
    – ACA Accredited Certificate
    – ACA Membership Number
    – State of Alaska Business License

    For those who provide care for four or fewer children who are not relatives:
    – IRS Form W9
    – State of Alaska Business License

  3. Download IRS Form W9
    You will need to upload a current, completed, signed IRS Form W9 to the application. Download IRS Form W9.

  4. Have a Recent Income Tax Return Available to Complete IRS Form W9
    Enter your name on the IRS Form W9 as it is listed on a recent income tax return.

  5. Complete, Sign & Save IRS Form W9
    After you download the form, complete and sign the form. Save the completed form to your laptop or desktop. It is ready to upload to the application.
