General Functions:

The Program Manager - Reunification supports the Family Wellness Department by overseeing programs that partner with the Office of Children's Services (OCS) to facilitate Team Decision Making processes and provide home-based services aimed at preventing unnecessary child placements and promoting reunification. This role manages comprehensive services for all referred families while ensuring project model fidelity and fostering collaboration across multiple departments. Working in partnership with our people, the Program Manager develops opportunities that fulfill our endless potential by strengthening families and preserving cultural connections. The position requires strong leadership abilities, knowledge of child welfare systems, and dedication to supporting Alaska Native and American Indian families through culturally responsive services.

Duties and Responsibilities:

  • Recruit, interview, hire, and provide leadership to team members through inspiration, guidance, and motivation to create an engaging work environment.
  • Ensure project model fidelity by attending initial and ongoing Team Decision Making training with OCS and implementing best practices.
  • Collaborate with OCS Children's Services Manager, Therapeutic Child in Need of Aid court project coordinator, CITC Family Wellness Services Director, Family Wellness Program Managers, CITC Recovery and Re-Entry Sr. Director, and CITC Financial Assistance Sr. Director to manage program access and monitor model adherence.
  • Drive continuous quality improvement through monitoring workflows, leading Plan-Do-Study-Act (PDSA) cycles, and implementing recommended strategies from technical assistance.
  • Support evaluation efforts by ensuring data quality, coordinating data sharing with OCS and internal programs, and training staff in effective collection practices.
  • Evaluate team member performance through regular feedback, coaching, mentoring, and conducting comprehensive performance appraisals.
  • Identify training needs and provide opportunities for professional development while supporting team members' growth and advancement.
  • Achieve target population goals by collaborating with OCS liaisons and addressing challenges in recruitment and referral processes.
  • Oversee administration of outcome and evaluation tools through direct meetings with staff and participants to ensure accurate completion.
  • Maintain accuracy and efficacy of program data management tools, including all software applications used for gathering, analyzing, and reporting.
  • Promote program participation through strategic outreach, scheduling coordination, and collaboration with government and community entities.
  • Ensure high-quality services by adhering to established standards of practice and participating in multidisciplinary team meetings and case staffing.
  • Build agency credibility through maintaining relationships with grantees, advisory boards, and related service agencies while advocating for program services.
  • Maintain professional and technical knowledge by attending workshops, reviewing professional publications, and networking with peers.
  • Comply with federal, state, and local legal requirements by studying existing and new legislation, enforcing adherence to requirements, and advising management on needed actions.
  • Maintain confidentiality according to regulations, policies, and procedures while adhering to professional code of ethics.

  • Demonstrated understanding of the child welfare system and applicable theories to the practice of social work and safety systems.
  • Demonstrated knowledge of fiscal management principles and practices for program budgeting and resource allocation.
  • Ability to comprehend, interpret, and apply programs, policies, procedures, guidelines, and instructions through formal and on-the-job training.
  • Demonstrated ability to provide leadership and foster collaboration among community-based organizations, internal partners, and external contractors.
  • Proficient with computers including word processing, email communication, internet resourcing, spreadsheets, and case management systems.
  • Demonstrated knowledge and understanding of the social, health, educational, training, and cultural needs of the Alaska Native and American Indian community.

Minimum Core Competencies:

Minimum Qualifications:

  • Continued employment is contingent upon completion of satisfactory state and federal fingerprint criminal background check.
  • Bachelor's degree in Social Work, Psychology, Counseling, or related field. Relevant experience may substitute for the degree requirement on a year-for-year basis.
  • Two (2) years of supervisory or management experience.
  • Five (5) years of experience coordinating service delivery in applicable human services, including working knowledge of dynamics of human behavior, working with children and families in crisis, and applicable social work theories.
  • Strong knowledge of Indian Child Welfare Act (ICWA) and its implications in the child welfare setting.
  • Valid Alaska driver's license and insurable under CITC's automotive insurance, which requires a driver to be at least 21 years of age and have had a driver's license for at least three years.

Preferred Qualifications:

  • Master's degree or equivalent academic training and work experience.
  • Experience working in a non-profit or social services setting.
  • Knowledge of Confluence and Apricot platforms.

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

  • May require prolonged periods of sitting at a desk and consistently working on a computer with repetitive motion.
  • The need to occasionally move around the office to access filing cabinets, storage cabinets, and office equipment may be necessary.
  • Must be able to lift up to 25 pounds occasionally by utilizing proper lifting techniques and working in a safe manner.
